Can't believe what I'm reading about Bailey, can't openly express what I think has happened on here to prevent any trouble for the site but come on Bailey refused to take the test because he thought the water might be contaminated, I know a few people who have had dealings with him and to say he isn't the sharpest tool in the box would be an understatement. Strange one this, especially the line ‘psychological testimony was part of his defence’. The ruling bluntly states that he was not at fault in any way. I can only assume that his lack of intelligence and some form of paranoia stopped him taking the test.
He is a bit of a pantomime villan but I dont see any reason to doubt the ruling here. He passed a test a week later for example.
