Must admit I read this earlier and couldn't get my head round if it was good or bad news? The story ambles all over the place, but then again it is in the comic.
The one good aspect is this "As a council, it is absolutely the right thing to do to support this local asset and make sure the club grows in success into the future"

As to whether it is good news or not, it rather depends on which way you look at it...
Marwan appears to have placed a cap on the amount of money (an amount only known to him, I guess) that he can or will put into the club and he has had a repayments holiday of the old regime's debts for about the past year and a half and it appears that it will be extended for the current year.
I'm taking it as good news in so far as these repayment holdays are meaning that Marwan is prepared to continue to financially support the club. At a time when supporter numbers have been dropping, it's good to hear of creditors being supportive of Marwan's attempts to entice the fans back and turnaround the fortunes of the club.
