As the sport is in dire need of two very different things
1) Central funds
2) The kind of lift that used to be guaranteed by signing NRL (out of reach at present) & union players (far too big a gamble now!)
It seemed to me that one way out of this is to change the SC rules. Very often the theme from Clubs with more income is that they're being held back by lower clubs. As an answer to this what about clubs at the top not taking a share of central funding but being completely exempt from the Salary Cap in return. I'm sure that there are plenty of weaknesses in this and given Leeds have a deficit they could certainly argue against it,but it would offer them the chance to sign anyone from the NRL and kick&clap which would/should more than offset the loss of Sky monies in merchandising alone.
The leg up it would provide less wealthy members and administration would be a huge benefit as well.
