As far as I know, it was a number assigned to the plane by the military. So B17 (Flying Fortress) was assigned to Boeing for that plane and its development. It seems to be chronological but I stand to be corrected. The name was added later and, from memory, was often only semi-official. o we have confusions on the various "hawks".
The RAF names its planes (it officially did not during WW1 so we had BE2c, FEB, SE5a etc.)which causes clashes (Hawker Fury: there have been two, Lightning : again two)

Then the day before the name was about to be released a Airforce dude who's Grandfather had been stationed at RAF Burtonwood in the 1960s showed them a photo of a RAF Lightning jet that had visited Burtonwood when his Grandfather was there. Nearly £11 million to come up with a Name that was used 40 years Earlier !!! Yep it's a Quiet time for RL News isn't it. !!
